{"id":1404,"date":"2025-12-16T13:06:00","date_gmt":"2025-12-16T13:06:00","guid":{"rendered":"https:\/\/spmiasacademy.com\/currentaffairs\/?p=1404"},"modified":"2025-12-19T05:47:13","modified_gmt":"2025-12-19T05:47:13","slug":"vb-g-ram-g-bill-2025","status":"publish","type":"post","link":"https:\/\/spmiasacademy.com\/currentaffairs\/vb-g-ram-g-bill-2025\/","title":{"rendered":"VB-G Ram G Bill, 2025: Key Provisions, Funding Pattern, and How It Will Replace MGNREGA in Rural India"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Why in the news?<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The central government introduced the <strong>VB-G Ram G Bill, 2025<\/strong> in the Lok Sabha.<\/li>\n\n\n\n<li>It aims to <strong>replace the MGNREGA Act, 2005<\/strong> to overhaul the rural jobs scheme.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What is VB-G RAM G Bill:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025<\/strong> or <strong>VB-G Ram G Bill, 2025<\/strong> proposes a major overhaul of the existing <strong>MGNREGA<\/strong>.<\/li>\n\n\n\n<li>It aims to establish a modern statutory framework aligned with the vision of <strong>Viksit Bharat, 2047<\/strong>.<\/li>\n\n\n\n<li>It proposes to raise the number of guaranteed wage employment days in a financial year from <strong>100<\/strong> to <strong>125<\/strong>.<\/li>\n\n\n\n<li>Along with this, the Bill suggests a few key changes in relation to guaranteed rural employment in India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Key Provisions the VB- G Ram G Bill, 2025:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Number of guaranteed wage employment days:<\/li>\n\n\n\n<li><strong>Section 5 (1)<\/strong> of <strong>the VB-G Ram G Bill<\/strong> proposes <strong>125 days<\/strong> of guaranteed employment to every rural household whose adult members volunteer to do unskilled manual work.\n<ul class=\"wp-block-list\">\n<li>Under MGNREGA, <strong>Section 3(1)<\/strong> provides for \u201cnot less than one hundred days\u201d work per rural household in a financial year. Also allowed <strong>additional 50 days of wage employment<\/strong> beyond the stipulated quota. For instance, every scheduled tribe household in a forest area is entitled to get 150 days\u2019 work provided that such families have no other private property except the land rights granted under the Forest Rights Act, 2016.<\/li>\n\n\n\n<li><strong>Section 3(4)<\/strong> <strong>of MGNREGA<\/strong> provides <strong>additional 50 days of unskilled manual work<\/strong> in a year, over and above the 100-day limit in rural areas that are experiencing <strong>drought <\/strong>or <strong>any natural calamity<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Centre to Share the burden of funding:\n<ul class=\"wp-block-list\">\n<li>Another major change proposed is in the <strong>fund sharing pattern<\/strong>. Under MGNREGA, the Centre paid the entire wage bill. Under this new bill, states will have to share the wage payment burden.\n<ul class=\"wp-block-list\">\n<li>The Centre has proposed the new funding pattern at a time when the fiscal space for several states has been gradually shrinking.<\/li>\n\n\n\n<li>The implementation of<strong> GST<\/strong> and the Centre\u2019s increasing focus on <strong>different kinds of Cess<\/strong> have constrained state\u2019s revenue streams.\u00a0<\/li>\n\n\n\n<li>The new formula is expected to put an <strong>additional annual fiscal burden<\/strong> of around <strong>Rs. 30,000 crore<\/strong> annually.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Normative Allocation in place of Labour Budget:\n<ul class=\"wp-block-list\">\n<li>The new bill has a <strong>Normative Allocation formula<\/strong> which transforms the method of allocation of resources into a purely <strong>top-down process<\/strong>.\u00a0<\/li>\n\n\n\n<li>The allocation of funds will be done by the Central Government to the state.\n<ul class=\"wp-block-list\">\n<li><strong>Section 4(5)<\/strong> of the <strong>VB-G Ram G Bill <\/strong>states that the Central Government shall determine the <strong>state-wise normative allocation<\/strong> for each financial year. It will be based on <strong>objective parameters<\/strong> as may be prescribed by the Central Government.<\/li>\n\n\n\n<li><strong>Section 4(6)<\/strong> \u2013 any expenditure incurred by a state in excess of its normative allocation shall be borne by the state government in such manner and by such procedure as may be prescribed by the Central Government.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Pause in Employment Guarantee during agricultural seasons:\n<ul class=\"wp-block-list\">\n<li>As per <strong>Section 6(1), <\/strong>the <strong>VB-G Ram G Bill<\/strong> proposes provisions for <strong>pausing the employment guarantee scheme for 60 days<\/strong> during <strong>sowing <\/strong>and <strong>harvesting<\/strong>.<\/li>\n\n\n\n<li>It is to ensure \u201c<strong>adequate agricultural labour availability<\/strong>\u201d.<\/li>\n\n\n\n<li>States are to notify these 60-day period in advance. They may issue <strong>different notifications<\/strong> for different areas based on <strong>agro-climatic zones<\/strong>, <strong>local patterns of agricultural activities<\/strong> or <strong>other factors<\/strong>.<\/li>\n\n\n\n<li>The provision for 60-day pause effectively results in a shorter window to avail of the 125-day scheme.\u00a0<\/li>\n\n\n\n<li>Moreover, India has a <strong>diverse agriculture calendar<\/strong> with crops varying from one region to another.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Viksit Gram Panchayat Plans:\n<ul class=\"wp-block-list\">\n<li>All work under the new scheme shall originate from the <strong>Viksit Gram Panchayat plans<\/strong> consolidated at the <strong>block<\/strong>, <strong>district<\/strong> and <strong>state<\/strong> <strong>levels.<\/strong> It will be further aggregated into the <strong>Viksit Bharat National Rural Infrastructure Stack<\/strong>.<\/li>\n\n\n\n<li>The <strong>Viksit Bharat National Rural Infrastructure Stack<\/strong> encompass <strong>four thematic domains<\/strong> &#8211;\n<ul class=\"wp-block-list\">\n<li>Water security through water related work<\/li>\n\n\n\n<li>Core rural infrastructure<\/li>\n\n\n\n<li>Livelihood related infrastructure<\/li>\n\n\n\n<li>Work for mitigation of extreme weather events<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>These plans will be integrated with the <strong>PM Gati Shakti National Master Plan<\/strong>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Gramin Rozgar Guarantee Cards:\n<ul class=\"wp-block-list\">\n<li>The VB-G Ram G Bill provides for issuance of <strong>Gramin Rozgar Guarantee Cards<\/strong> to adult members of every rural household willing to undertake unskilled manual work.<\/li>\n\n\n\n<li>Such persons can do their registration at their <strong>Gram Panchayat<\/strong> within whose jurisdiction they reside.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Special Gramin Rozgar Guarantee Cards:<\/strong>\n<ul class=\"wp-block-list\">\n<li>It also has provisions for the issuance of <strong>Special Gramin Rozgar Guarantee Cards <\/strong>to the following \u2013\n<ul class=\"wp-block-list\">\n<li>Single woman<\/li>\n\n\n\n<li>Persons with disability<\/li>\n\n\n\n<li>Person above sixty years<\/li>\n\n\n\n<li>Released bonded labourers<\/li>\n\n\n\n<li>Persons belonging to PVTGs<\/li>\n\n\n\n<li>Transgender persons.\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>This special card will have a distinct colour.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Proposed Funding Pattern under VB-G Ram G Bill:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>90% by Centre and 10% by the States \u2013\n<ul class=\"wp-block-list\">\n<li>These cover <strong>Northeast<\/strong> and <strong>Himalayan states <\/strong>and<strong> UTs<\/strong> \u2013 Arunachal Pradesh, Assam, Himachal Pradesh, Jammu &amp; Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Uttarakhand.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>60% by Centre and 40% by the States \u2013\n<ul class=\"wp-block-list\">\n<li>This covers<strong> all other states<\/strong> and <strong>UTs with a legislature<\/strong>. These are \u2013 Andhra Pradesh, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh, West Bengal and Puducherry.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>100% by Centre \u2013\n<ul class=\"wp-block-list\">\n<li><strong>Four UTs without legislature<\/strong>. These are \u2013 Ladakh, Andaman and Nicobar, Dadra Nagar Haveli and Daman and Diu, and Lakshadweep.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Rationale Behind the Proposed Overhaul of MGNREGA:<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>To begin with, the government argues that MGNREGA, enacted in 2005, no longer fully reflects present-day rural realities.<\/li>\n\n\n\n<li>Over time, declining poverty levels and wider digital access have altered the rural socio-economic landscape.<\/li>\n\n\n\n<li>However, despite these changes, the scheme continues to face structural challenges such as misuse of funds, weak monitoring mechanisms, and the creation of low-quality assets.<\/li>\n\n\n\n<li>In fact, during FY 2024-25, misappropriation under MGNREGA amounted to \u20b9193.67 crore.<\/li>\n\n\n\n<li>At the same time, only 7.61% of participating households were able to complete the full 100 days of guaranteed employment.<\/li>\n\n\n\n<li>Therefore, the proposed VB\u2013G RAM G framework aims to replace the fragmented implementation model.<\/li>\n\n\n\n<li>Ultimately, it seeks to establish a more focused, accountable, and technology-driven rural employment system.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion:<\/h2>\n\n\n\n<p>The <strong>VB-G Ram G Bill, 2025<\/strong> represents a decisive shift in India\u2019s approach to rural employment and livelihood security.
