Global Context:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Today, the Finance Minister warned that <strong>trade and multilateralism are under pressure<\/strong> and <strong>supply chains face disruptions<\/strong>.<\/li>\n\n\n\n<li>Meanwhile, new technologies are raising demand for <strong>water, energy, and critical minerals<\/strong>.<\/li>\n\n\n\n<li>Therefore, India will stay <strong>globally integrated<\/strong>, export more, and attract <strong>stable long-term investment<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Part A:<\/strong><\/h3>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Vision and \u201c3 Kartavya\u201d:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the Budget aims to convert <strong>aspiration into achievement<\/strong> and ensure growth reaches <strong>farmers, SC\/ST, youth, women, and the poor<\/strong>.<\/li>\n\n\n\n<li>Additionally, ideas from <strong>Viksit Bharat Young Leaders Dialogue 2026<\/strong> inspired proposals, making it a \u2018<strong>Yuva Shakti-driven Budget\u2019<\/strong>.<\/li>\n\n\n\n<li>Notably, this is the <strong>first Budget prepared in Kartavya Bhawan<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The 3 Kartavya:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the government will <strong>speed up growth<\/strong> by raising productivity and building resilience.<\/li>\n\n\n\n<li>Second, it will <strong>fulfil aspirations<\/strong> by improving skills and capacity.<\/li>\n\n\n\n<li>Third, aligning with our vision of <strong>Sabka Sath Sabka Vikas<\/strong>, it will ensure <strong>equal access<\/strong> to resources and opportunities for all regions and sectors.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Support System for the 3 Kartavya:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the Finance Minister stressed <strong>continuous structural reforms<\/strong>.<\/li>\n\n\n\n<li>Second, she highlighted a <strong>strong financial sector<\/strong> to mobilise savings and manage risks.<\/li>\n\n\n\n<li>Third, she pushed <strong>cutting-edge technologies<\/strong> <strong>including AI applications<\/strong> as governance multipliers.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Reform Express:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the government rolled out <strong>350+ reforms<\/strong> after Independence Day 2025.<\/li>\n\n\n\n<li>These include <strong>GST simplification<\/strong>, <strong>Labour Codes notification<\/strong>, and <strong>rationalised Quality Control Orders<\/strong>.<\/li>\n\n\n\n<li>Moreover, the Centre is working with States to <strong>reduce compliance and deregulate<\/strong>.<\/li>\n\n\n\n<li>Therefore, the <strong>Reform Express<\/strong> will continue with full momentum.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Growth Strategy: 6 Focus Areas:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the Finance Minister proposed action in six areas:\n<ul class=\"wp-block-list\">\n<li>Scale up manufacturing in <strong>7 strategic sectors<\/strong><\/li>\n\n\n\n<li>Rejuvenate <strong>legacy industries<\/strong><\/li>\n\n\n\n<li>Create <strong>Champion MSMEs<\/strong><\/li>\n\n\n\n<li>Push <strong>infrastructure<\/strong><\/li>\n\n\n\n<li>Ensure <strong>energy security<\/strong><\/li>\n\n\n\n<li>Develop <strong>City Economic Regions<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Manufacturing: Key Schemes<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM announced <strong>Biopharma SHAKTI<\/strong> with <strong>\u20b910,000 crore (5 years)<\/strong> to boost biologics and biosimilars.<\/li>\n\n\n\n<li>Moreover, it includes <strong>3 new NIPERs<\/strong>, upgrades to <strong>7 existing NIPERs<\/strong>, and <strong>1,000+ clinical trial sites<\/strong>.<\/li>\n\n\n\n<li>Next, India will launch <strong>India Semiconductor Mission (ISM) 2.0<\/strong> to build equipment, materials, and full-stack design.<\/li>\n\n\n\n<li>Additionally, the <strong>Electronics Components Scheme outlay<\/strong> will rise to <strong>\u20b940,000 crore<\/strong>.<\/li>\n\n\n\n<li>Further, the government will support <strong>Rare Earth Corridors<\/strong> in Odisha, Kerala, Andhra Pradesh, and Tamil Nadu.<\/li>\n\n\n\n<li>Also, it will set up <strong>3 Chemical Parks<\/strong> to cut import dependence.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Capital Goods &amp; Logistics:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, CPSEs will set up <strong>2 Hi-Tech Tool Rooms<\/strong> for precision manufacturing.<\/li>\n\n\n\n<li>Next, a new scheme will strengthen <strong>construction and infra equipment<\/strong> manufacturing.<\/li>\n\n\n\n<li>Additionally, <strong>Container Manufacturing<\/strong> will get <strong>\u20b910,000 crore (5 years)<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Textiles, Handloom &amp; Rural Industry:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM launched an Integrated programme with <strong>5 sub-parts<\/strong> for the labour intensive textile sector (fibres, cluster modernisation, handloom support, sustainable textiles, skilling).\n<ul class=\"wp-block-list\">\n<li><strong>National Fibre Scheme<\/strong> \u2013 for self-reliance in natural fibre.<\/li>\n\n\n\n<li><strong>Textile Expansion and Employment Scheme<\/strong> \u2013 modernize traditional clusters.<\/li>\n\n\n\n<li><strong>National Handloom and Handicraft Programme<\/strong> \u2013 to integrate and strengthen existing schemes, ensure targeted support for weavers and artisans.<\/li>\n\n\n\n<li><strong>Tex-Eco Initiative<\/strong> \u2013 promote globally competitive and sustainable textiles and apparels.<\/li>\n\n\n\n<li><strong>Samarth 2.0<\/strong> \u2013 modernize and upgrade the textile skilling ecosystem.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Moreover, the government will build <strong>Mega Textile Parks<\/strong> in challenge mode.<\/li>\n\n\n\n<li>Additionally, <strong>Mahatma Gandhi Gram Swaraj initiative<\/strong> will boost khadi, handloom, and handicrafts.<\/li>\n\n\n\n<li>Also, a dedicated initiative will promote <strong>sports goods manufacturing<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Legacy Industrial Clusters:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM proposed reviving <strong>200 legacy industrial clusters<\/strong> with infra and tech upgrades.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>MSMEs: Champion Strategy<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM announced a <strong>\u20b910,000 crore SME Growth Fund<\/strong> for future champions.<\/li>\n\n\n\n<li>Additionally, she topped up the <strong>Self-Reliant India Fund<\/strong> by <strong>\u20b92,000 crore<\/strong> for micro-enterprise risk capital.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Liquidity Boost via TReDS:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, CPSEs must use <strong>TReDS<\/strong> for MSME purchases.<\/li>\n\n\n\n<li>Next, CGTMSE-backed credit guarantee will support invoice discounting on TReDS.<\/li>\n\n\n\n<li>Moreover, <strong>GeM will link with TReDS<\/strong> to improve financing speed.<\/li>\n\n\n\n<li>Finally, TReDS receivables may become <strong>asset-backed securities<\/strong> to improve liquidity.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Corporate Mitras:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Additionally, ICAI\/ICSI\/ICMAI will train <strong>Corporate Mitras<\/strong> to help MSMEs with compliance in Tier 2 and Tier 3 towns.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Infrastructure Push:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, public capex will rise to <strong>\u20b912.2 lakh crore<\/strong> in FY 2026\u201327.<\/li>\n\n\n\n<li>Moreover, an <strong>Infrastructure Risk Guarantee Fund<\/strong> will give partial credit guarantees to lenders.<\/li>\n\n\n\n<li>Additionally, CPSE assets will be monetised faster through dedicated <strong>REITs<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Green Freight and Connectivity:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, a <strong>Dedicated Freight Corridor<\/strong> will connect <strong>Dankuni to Surat<\/strong>.<\/li>\n\n\n\n<li>Next, the government will operationalise <strong>20 new National Waterways<\/strong> in 5 years.<\/li>\n\n\n\n<li>Moreover, a <strong>Coastal Cargo Promotion Scheme<\/strong> will raise waterways share from <strong>6% to 12% by 2047<\/strong>.<\/li>\n\n\n\n<li>Also, seaplane manufacturing will get incentives and a <strong>Seaplane VGF Scheme<\/strong> will support operations.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Climate Action:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM proposed <strong>\u20b920,000 crore (5 years)<\/strong> for <strong>CCUS (Carbon Capture)<\/strong> across major industries.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>City Economic Regions &amp; Rail:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the government will develop <strong>City Economic Regions<\/strong> with <strong>\u20b95,000 crore per CER (5 years)<\/strong> via challenge mode.<\/li>\n\n\n\n<li>Moreover, <strong>7 High-Speed Rail corridors<\/strong> will connect key city routes as <strong>growth connectors<\/strong>. These are \u2013 Mumbai \u2013 Pune, Pune \u2013 Hyderabad, Hyderabad \u2013 Bengaluru, Hyderabad \u2013 Chennai, Chennai \u2013 Bengaluru, Delhi \u2013 Varanasi, Varanasi \u2013 Siliguri.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Financial Sector Reforms:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM proposed a <strong>High-Level Committee on Banking for Viksit Bharat<\/strong>.<\/li>\n\n\n\n<li>Next, the government will restructure <strong>Power Finance Corporation (PFC) and Rural Electrification Corporation (REC)<\/strong> to scale public sector <strong>NBFC <\/strong>efficiency.<\/li>\n\n\n\n<li>Moreover, the government will review <strong>FEMA Non-debt Instruments Rules<\/strong> to ease foreign investment.<\/li>\n\n\n\n<li>Also, the Budget proposed stronger <strong>corporate bond market tools<\/strong> like market-making and return swaps.<\/li>\n\n\n\n<li>Additionally, big cities will get a <strong>\u20b9100 crore incentive<\/strong> for municipal bond issues above <strong>\u20b91,000 crore<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Services, Skills &amp; Capacity Building:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the FM said <strong>25 crore people<\/strong> moved out of multidimensional poverty in the last decade.<\/li>\n\n\n\n<li>Therefore, the government will boost the <strong>services sector<\/strong> as a major growth engine.<\/li>\n\n\n\n<li>Next, a High-Powered <strong>Education to Employment and Enterprise Committee<\/strong> will target <strong>10% global services share by 2047<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Job Creation Sectors:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the government will add <strong>1 lakh Allied Health Professionals<\/strong> in 5 years.<\/li>\n\n\n\n<li>Moreover, it will train <strong>1.5 lakh caregivers<\/strong> in the coming year.<\/li>\n\n\n\n<li>Next, it will set up <strong>5 Medical Value Tourism hubs<\/strong> with AYUSH and research support.<\/li>\n\n\n\n<li>Additionally, it will set up <strong>3 new All India Institutes of Ayurveda<\/strong> and upgrade AYUSH labs.<\/li>\n\n\n\n<li>Also, the government will support <strong>Animation, Visual Effects, Gaming and Comics (AVBC) labs<\/strong> in <strong>15,000 schools and 500 colleges<\/strong>.<\/li>\n\n\n\n<li>Further, it will build <strong>5 University Townships<\/strong> near industrial corridors.<\/li>\n\n\n\n<li>Moreover, it will build <strong>one girls\u2019 hostel in every district<\/strong> for STEM students.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Tourism, Culture &amp; Sports:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, a <strong>National Institute of Hospitality<\/strong> will be created by upgrading NCHMCT.<\/li>\n\n\n\n<li>Next, <strong>10,000 tourist guides<\/strong> will be trained across 20 sites.<\/li>\n\n\n\n<li>Additionally, a <strong>National Destination Digital Knowledge Grid<\/strong> will document heritage sites.<\/li>\n\n\n\n<li>Moreover, 15 archaeological sites will become experiential destinations.<\/li>\n\n\n\n<li>Also, the <strong>Khelo India Mission<\/strong> will expand sports talent pathways and infrastructure. The mission will facilitate &#8211; integrated talent development pathway, systematic development of coaches and support staff, integration of sports science and technology, competition and league to promote sports culture and development of sports infrastructure.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Agriculture, Women &amp; Social Justice:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, fisheries support will cover <strong>500 reservoirs and Amrit Sarovars<\/strong>.<\/li>\n\n\n\n<li>Next, animal husbandry support will build value chains and livestock FPOs.<\/li>\n\n\n\n<li>Moreover, high-value crops like coconut, cashew, cocoa, sandalwood, agarwood, and nuts will get support.<\/li>\n\n\n\n<li>Additionally, <strong>Bharat-VISTAAR (Virtually Integrated System to Access Agricultural Resources)<\/strong> will provide <strong>multilingual AI-based farm advisory<\/strong> using AgriStack.<\/li>\n\n\n\n<li>Also, <strong>Self-Help Entrepreneur (SHE)-Marts<\/strong> will help <strong>rural women-led enterprises<\/strong> with credit and retail outlets.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Divyangjan &amp; Mental Health:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, <strong>Divyangjan Kaushal Yojana<\/strong> will deliver customised, job-linked training.<\/li>\n\n\n\n<li>Next, <strong>Divyang Sahara Yojana<\/strong> will strengthen ALIMCO and expand assistive device markets.<\/li>\n\n\n\n<li>Moreover, the government will set up <strong>NIMHANS-2<\/strong> and upgrade <strong>National Mental Health institutes<\/strong> in <strong>Ranchi and Tezpur<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Purvodaya &amp; North-East Focus:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the government will develop an <strong>East Coast Industrial Corridor<\/strong> with a node at <strong>Durgapur<\/strong>.<\/li>\n\n\n\n<li>Next, it will create <strong>5 tourism destinations<\/strong> in Purvodaya states and provide <strong>4,000 e-buses<\/strong>.<\/li>\n\n\n\n<li>Moreover, a <strong>Buddhist Circuit Scheme<\/strong> will cover <strong>Arunachal Pradesh<\/strong>, <strong>Sikkim<\/strong>, <strong>Assam<\/strong>, <strong>Manipur<\/strong>, <strong>Mizoram<\/strong>, and <strong>Tripura<\/strong>. This scheme will cover preservation of temples and monasteries, pilgrimage interpretation centres, connectivity and pilgrim amenities.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>16<\/strong><strong><sup>th<\/sup><\/strong><strong> Finance Commission &amp; Fiscal Numbers:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>First, the government accepted <strong>41% vertical devolution<\/strong> as per the <strong>16th Finance Commission<\/strong>.<\/li>\n\n\n\n<li>Moreover, states will get <strong>\u20b91.4 lakh crore<\/strong> as Finance Commission grants in FY 2026\u201327.<\/li>\n\n\n\n<li>Finally, the fiscal deficit is projected at <strong>4.3% of GDP<\/strong>, while <strong>debt-to-GDP<\/strong> improves to <strong>55.6%<\/strong> for 2026-27.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Union Budget 2026 Date and Presentation:<\/strong><\/h2>\n\n\n\n<p>The <strong>Union Budget 2026<\/strong> is presented on <strong>1st February 2026<\/strong>, continuing the practice followed since 2017.<\/p>\n\n\n\n<p>Importantly, the Budget will be presented <strong>after the release of the Economic Survey<\/strong>. This sequencing is crucial because:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Economic Survey assesses the current state of the economy.<\/li>\n\n\n\n<li>It identifies key challenges and growth drivers.<\/li>\n\n\n\n<li>The Budget proposals are largely shaped by this assessment.<\/li>\n<\/ul>\n\n\n\n<p>As a result, the Union Budget and Economic Survey together provide a <strong>coherent macroeconomic narrative<\/strong> for the coming financial year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What Is the Union Budget?<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Constitutional Meaning of the Union Budget:<\/strong><\/h3>\n\n\n\n<p>In constitutional terms, the Union Budget is known as the <strong>Annual Financial Statement<\/strong>, as provided under <strong>Article 112 of the Constitution of India<\/strong>.<\/p>\n\n\n\n<p>Interestingly, the word <em>\u201cBudget\u201d<\/em> does <strong>not appear anywhere in the Constitution<\/strong>.
