Union Minister for Ports, Shipping and Waterways <strong>Sarbananda Sonowal<\/strong> inaugurated E-Samudra at a national stakeholder interaction on \u201cSeafarer Security, Safety and Welfare and Inauguration of E-Samudra\u201d in Mumbai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For UPSC, APSC and other State PCS aspirants, E-Samudra is important under GS II \u2013 Governance, GS III \u2013 Infrastructure, Digital India, Maritime Security, Ease of Doing Business, and Seafarer Welfare.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>E-Samudra: Why is it in the News?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">E-Samudra came into focus because India launched it as a comprehensive digital platform to make maritime administration simpler, transparent and stakeholder-centric. The platform aims to reduce physical, office-based procedures. It aims to shift maritime services towards a <strong>Digital First and Faceless Governance model<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, the launch reflects India\u2019s broader effort to use technology for improving public service delivery. It integrates services related to seafarers, shipping companies, ports and other maritime stakeholders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The platform will provide End-to-end digital workflows, Online payments and Real-time tracking. Moreover, it will facilitate digitally issued certificates, time-bound maritime services. All these will promote transparent service delivery in India\u2019s maritime sector.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, E-Samudra does not merely put existing processes online. Instead, it aims to make maritime administration predictable, transparent and easier to access.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>E-Samudra and Seafarer Welfare<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The launch of E-Samudra gives special importance to seafarer welfare. India has a large and growing seafarer workforce. According to the Ministry, India\u2019s active seafarer workforce increased from around 1.03 lakh in 2013 to more than 3.23 lakh in 2025. This sharp rise created the need for better digital regulation, service delivery and welfare support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with E-Samudra, the Directorate General of Maritime Administration showcased important initiatives such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>e-NAVIK:<\/strong> 24\u00d77 grievance redressal system\u00a0<\/li>\n\n\n\n<li><strong>Seafarer Tracking Dashboard:<\/strong> upcoming tracking support for seafarers\u00a0<\/li>\n\n\n\n<li><strong>Digital Seafarers Employment Agreement (d-SEA):<\/strong> digital employment agreement system\u00a0<\/li>\n\n\n\n<li><strong>Seafarers Welfare Fund Society measures:<\/strong> stronger welfare support\u00a0<\/li>\n\n\n\n<li><strong>Sagar Mein Yog:<\/strong> physical and mental well-being of seafarers\u00a0<\/li>\n\n\n\n<li><strong>Sagar Mein Samman:<\/strong> support and opportunities for women seafarers\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These initiatives show that maritime governance now focuses not only on ships and ports but also on the dignity, safety and welfare of people working at sea.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>E-Samudra and India\u2019s Maritime Ambition<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">E-Samudra also supports India\u2019s ambition to become a global maritime power. Union Minister Sarbananda Sonowal said that India has emerged as the <strong>second-largest supplier of seafarers globally<\/strong>. He also expressed confidence that India could soon become the world\u2019s largest supplier of seafarers.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, India has become the world\u2019s leading ship recycling destination and is working towards entering the world\u2019s top five shipbuilding nations. It reduces paperwork, cuts delays and improves accountability through digital tracking.
