India and the European Union share a strategic partnership based on democracy, rule of law, multilateralism, trade, technology, climate action and security cooperation. In recent years, the relationship has moved from “limited economic engagement” to strategic realignment, especially due to supply-chain disruptions, China’s rise, Indo-Pacific concerns and green regulation. Therefore, the main factors shaping India-EU relations are economic, technological, geopolitical and climate-related.

Main Factors shaping India-EU Relations

1. Trade and Free Trade Agreement

  • Trade remains the strongest pillar of India-EU relations. Bilateral trade is around $136 billion, and the EU contributes nearly 16% of India’s FDI
  • The India-EU FTA is expected to unlock nearly $75 billion in additional exports, making it a major tool of economic integration.
  • The FTA provides preferential access to over 99% of India’s exports by value to the EU. 
  • It also gives immediate zero-duty access to many labour-intensive sectors. 
  • India, in return, offers calibrated tariff concessions on 92.1% of tariff lines, covering 97.5% of EU exports. This can improve competitiveness, manufacturing and supply-chain integration.

2. Technology and Supply-Chain Resilience

  • Technology cooperation is another major factor. The India-EU Trade and Technology Council, launched in 2022, focuses on AI, semiconductors, 6G, quantum computing, cybersecurity, digital governance and clean technologies. 
  • Moreover, both sides want to reduce overdependence on China without complete decoupling.

Thus, the partnership supports trusted supply chains and strategic autonomy.

3. Services, Mobility and Human Capital

  • The EU has opened 144 services sub-sectors to Indian service suppliers, including IT, professional services, education and business services. India has opened 102 services sub-sectors to EU providers. 
  • The mobility framework also covers intra-corporate transferees, business visitors, contractual service suppliers and independent professionals.

This is important for India’s skilled workforce, IT sector, students and professionals.

4. Climate and Green Transition

  • Climate cooperation is shaping India-EU relations through renewable energy, green hydrogen, circular economy and carbon markets. 
  • However, the EU’s Carbon Border Adjustment Mechanism (CBAM) creates concerns for Indian exports such as steel, aluminium and cement. 
  • India sees such measures as possible green protectionism if they ignore equity and development needs.

5. Strategic and Security Cooperation

  • Security cooperation has expanded in the Indo-Pacific, maritime security, cyber defence and counter-terrorism. 
  • The India-EU Security and Defence Partnership reflects a shift from trade-centric relations to broader strategic alignment. Both sides support a multipolar and rules-based global order.

Challenges

  • Slow FTA implementation and regulatory differences remain concerns.
  • CBAM may hurt Indian export competitiveness.
  • EU data protection rules increase compliance costs for Indian IT firms.
  • India and the EU differ over Russia-Ukraine, sanctions and strategic autonomy.
  • Mobility barriers and non-recognition of qualifications limit Indian professionals.

Way Forward

  • Finalise a balanced FTA while protecting sensitive sectors.
  • Build a green equivalence framework for CBAM and carbon credits.
  • Create GDPR-aligned data zones to support digital trade.
  • Develop India-EU innovation hubs for 6G, semiconductors and AI.
  • Promote third-country projects in Africa and the Indo-Pacific.
  • Improve mobility, social security agreements and degree recognition.

Conclusion

Thus, India-EU relations are shaped by trade, technology, climate, security, mobility and geopolitics. The relationship is no longer limited to commerce. It is becoming a pillar of multipolar global order. However, both sides must manage differences through dialogue, not pressure. A balanced India-EU partnership can support India’s growth, Europe’s diversification strategy and a stable rules-based world.
