The Public Distribution System (PDS) is India’s food security mechanism through which the government distributes essential foodgrains to vulnerable households at subsidised or free rates. After the National Food Security Act (NFSA), 2013, India shifted from a welfare-based approach to a rights-based food security system. The NFSA legally covers up to 75% of the rural population and 50% of the urban population, or about 81.35 crore people under the Targeted PDS.

Objectives of PDS

The main objectives of PDS are:

  • Food security: It ensures access to basic foodgrains for poor and vulnerable households.
  • Price stabilisation: It protects consumers from sudden food price rise.
  • Poverty reduction: It reduces the food expenditure burden of low-income families.
  • Nutritional support: It supports minimum calorie intake through rice, wheat and coarse grains.
  • Farmer support: It indirectly supports farmers through procurement at Minimum Support Price.
  • Social justice: It targets Antyodaya Anna Yojana households, priority households, migrants and weaker sections.

Components of PDS

PDS works through a large institutional chain:

  • Procurement: The Food Corporation of India and state agencies procure foodgrains from farmers at MSP.
  • Storage: Foodgrains are stored in FCI godowns and state warehouses.
  • Allocation: The Centre allocates grains to states under NFSA.
  • Transportation: States lift grains and transport them to fair price shops.
  • Distribution: Fair Price Shops distribute entitlements to eligible ration card holders.
  • Beneficiary identification: States identify Priority Household and Antyodaya Anna Yojana beneficiaries.
  • Digital systems: Aadhaar seeding, e-PoS devices and online stock monitoring improve transparency.

Implementation of PDS in India

India implements PDS mainly through the Targeted Public Distribution System (TPDS) under the NFSA. At present, foodgrains are provided free of cost under Pradhan Mantri Garib Kalyan Anna Yojana, which has been continued for NFSA beneficiaries.

The implementation has improved through technology and portability. The One Nation One Ration Card (ONORC) scheme allows beneficiaries, especially migrant workers, to access ration from any fair price shop across India. The Department of Food and Public Distribution calls ONORC a technology-driven initiative to ensure food security anywhere in the country.

However, PDS still faces challenges:

  • Inclusion and exclusion errors in beneficiary lists.
  • Leakages and diversion of foodgrains.
  • Biometric authentication failures in remote areas.
  • Poor quality of grains in some regions.
  • Limited nutritional diversity, as PDS mainly focuses on cereals.
  • Fiscal burden due to procurement, storage and subsidy costs.

Therefore, reforms are needed. The government should strengthen social audits, improve grievance redressal, diversify PDS with millets and pulses, modernise storage, and ensure offline authentication options for remote and elderly beneficiaries.

Conclusion

Thus, PDS remains one of India’s most important welfare instruments. It protects millions from hunger, supports farmers and stabilises food prices. However, India must now move from calorie security to nutrition security through better targeting, digital transparency and diversified food baskets.
