    The State Innovation and Transformation Aayog (SITA), established by the Government of Assam, is a key institution aimed at fostering innovation and driving transformative development within the state.

    Composition

    • Chairman: The Hon’ble Chief Minister of Assam.
    • Vice-Chairman: A full-time appointee with the rank of a Cabinet Minister.
    • Co-Vice-Chairman: A full-time appointee with the rank of Minister of State.
    • Chief Executive Officer (CEO): Oversees the Aayog’s administrative functions.

    This structure ensures SITA operates under the highest level of state leadership, facilitating effective policy formulation and implementation.

    Functions and Roles

    1. Evaluation and Monitoring
      Utilizes modern tools like IT, GPS, and economic analysis to assess the implementation and impact of Central and State government schemes in Assam.
    2. Advisory Role
      Provides guidance on coordination and division of responsibilities between the State Government and local governance bodies, including Panchayati Raj Institutions, Autonomous Councils, and Territorial Councils.
    3. Financial Analysis
      Examines and suggests improvements in credit flow and the management of financial resources within the state’s financial and banking sectors.
    4. Policy Guidance
      Advises the State Government on development priorities and policies, aligning with Sustainable Development Goals and the state’s vision.
    5. Research and Consultancy
      Commissions studies and appoints consultants to explore development issues and ensures the implementation of their recommendations by relevant departments.
    6. Technical Feasibility Studies
      Conducts studies on issues like regeneration of sick industries, industrial and infrastructure development, revival of the tea industry, and management of river water resources.
    7. Liaison with National Bodies
      The Vice-Chairman collaborates with entities like the North Eastern Council (NEC) and NITI Aayog to align state initiatives with regional and national development agendas.

    Through these functions, SITA aims to foster innovation, ensure effective implementation of development schemes, and promote sustainable growth in Assam.
