How can accountability mechanism strengthen ethical administration? What are the challenges to ethical governance? (APSC CCE Mains 2024, GS-4)

Stephen R. Covey’s statement means that when public officials remain answerable for their actions, they become more responsible, responsive and ethical in conduct. Accountability is the backbone of ethical administration because it checks misuse of power, protects public interest and strengthens citizens’ trust in governance.

How accountability strengthens ethical administration

  • Promotes responsibility in decision-making
    • Accountability makes administrators conscious that every decision must stand the test of law, reason and public interest.
    • It reduces arbitrary action and encourages rule-based, fair and transparent governance.
  • Checks corruption and abuse of power
    • When officials face audit, vigilance, RTI, legislative scrutiny, media review and citizen feedback, they hesitate to misuse authority.
    • Kautilya in Arthashastra warned that officials may misuse public wealth unless strict supervision exists.
  • Improves responsiveness
    • Accountability turns administration from a power-centred system into a service-centred system.
    • Citizens’ charters, grievance redressal portals, social audits and public hearings force institutions to respond to people’s needs.
    • For example, social audit under MGNREGA helps citizens verify work, wages and public expenditure.
  • Strengthens transparency and trust
    • Transparency reveals how decisions are made, how funds are used and who is responsible.
    • When people see open records and reasoned decisions, they develop confidence in public institutions.
  • Encourages ethical values
    • Accountability supports integrity, impartiality, objectivity, fairness and compassion.
    • It reflects the principle of public trust doctrine, where public office is treated as a trust, not a privilege.
  • Links power with answerability
    • In a democracy, authority must come with answerability.
    • As Mahatma Gandhi said, “The best way to find yourself is to lose yourself in the service of others.”
    • Accountability reminds civil servants that they serve citizens, not personal or political interests.

Challenges to ethical governance

  • Political interference
    • Transfers, postings and pressure from powerful groups may weaken impartial decision-making.
    • It discourages honest officers and rewards compliance over courage.
  • Corruption and conflict of interest
    • Bribery, favouritism, nepotism and rent-seeking damage public welfare.
    • Conflict between private interest and public duty weakens administrative morality.
  • Red tapism and procedural rigidity
    • Excessive rules may delay service delivery.
    • Sometimes officials hide behind procedure and avoid responsibility.
  • Weak enforcement
    • Laws, codes of conduct and vigilance mechanisms may exist, but delayed action reduces deterrence.
    • Punishment without certainty fails to control unethical behaviour.
  • Lack of transparency
    • Poor disclosure of information, complex procedures and digital exclusion reduce public scrutiny.
    • Citizens then struggle to hold officials accountable.
  • Moral decline and public tolerance of corruption
    • When society normalises shortcuts, fake certificates, bribery or influence-based work, ethical governance suffers.
    • Therefore, ethical administration also needs ethical citizens.
  • Capacity and resource constraints
    • Shortage of staff, poor training, weak technology and heavy workload may affect timely and fair service delivery.

Way forward

  • Strengthen RTI, social audits, citizen charters and independent vigilance bodies.
  • Protect honest officers and whistle-blowers.
  • Use technology for transparent fund tracking and grievance redressal.
  • Promote ethics training, emotional intelligence and constitutional values in public service.

Conclusion

Accountability makes administration responsible, transparent and citizen-centric. However, ethical governance requires more than rules. It needs moral courage, institutional integrity and public participation. When accountability combines with values, public administration becomes not only efficient but also just and humane.
