The Assam State Action Plan on Climate Change (SAPCC) is the state-level climate policy framework prepared in line with India’s National Action Plan on Climate Change and the Paris Agreement commitments. The updated Assam SAPCC Version 2.0 covers 2021–2030 and focuses on both adaptation and mitigation. Assam needs such a plan because its geography, river systems, high rainfall, floods, erosion, biodiversity-rich forests and agriculture-dependent population make it highly vulnerable to climate change.

Main Objectives of Assam SAPCC

The main objectives of the Assam State Action Plan on Climate Change are:

  • Mainstream climate concerns into development planning: The plan aims to integrate climate adaptation and mitigation into state policies, departmental schemes, infrastructure projects and local development plans.
  • Build climate-resilient livelihoods: It focuses on protecting farmers, fishers, tea garden workers, forest-dependent communities and riverine populations from climate shocks.
  • Strengthen disaster preparedness: Assam faces frequent floods, erosion and extreme rainfall. Therefore, SAPCC gives importance to early warning systems, flood management, resilient infrastructure and community-based disaster risk reduction.
  • Protect natural resources: The plan promotes sustainable management of water, forests, wetlands, biodiversity, soil and land resources.
  • Promote low-carbon development: It supports renewable energy, energy efficiency, sustainable transport and climate-friendly urban development.
  • Improve research, data and institutional capacity: Assam has recently completed climate research projects such as district-level vulnerability assessment and green budget tagging, showing its focus on evidence-based climate planning.

Key Sectors Facing Climate Vulnerabilities in Assam

Assam’s climate vulnerabilities are multi-sectoral.

  • Water resources: The Brahmaputra and Barak river systems face changing rainfall patterns, floods, sedimentation and riverbank erosion. The SAPCC notes that continued warming and changing precipitation patterns affect Assam’s water resources.
  • Agriculture and allied sectors: Erratic rainfall, floods, drought-like conditions, pest attacks and heat stress affect paddy, horticulture, livestock and fisheries. Tea plantations are also vulnerable to changing temperature and rainfall patterns.
  • Forests and biodiversity: Assam’s protected areas such as Kaziranga, Manas, Dibru-Saikhowa and Dehing Patkai face habitat stress, invasive species, forest degradation and wildlife movement changes due to climate impacts.
  • Human settlements and infrastructure: Rural roads, embankments, bridges, houses, schools and health centres suffer damage from floods and extreme rainfall. Urban areas such as Guwahati face waterlogging and drainage stress.
  • Health: Floods and waterlogging increase the risk of malaria, dengue, Japanese encephalitis, diarrhoea and other water-borne and vector-borne diseases.
  • Livelihoods and vulnerable communities: Char dwellers, small farmers, tea garden communities, hill communities and poor urban households face higher risk because they have limited adaptive capacity.

Conclusion

Thus, the Assam SAPCC provides a roadmap for climate-resilient and sustainable development. Its success depends on strong implementation, climate finance, scientific data, district-level planning and community participation. For Assam, climate action is not only an environmental need. Rather, it is essential for protecting lives, livelihoods and long-term development.
