The Assam Budget 2026–27 marks the first full Budget of the second consecutive government led by Chief Minister Himanta Biswa Sarma. According to the provisional business schedule released by the Assembly Secretariat, the Budget Session will begin on July 6 and continue till July 31. Highlights of the Assam Budget 2026-27 will be updated after the Budget Speech.
The session will have 16 sittings, during which the Assembly will discuss important financial, administrative and legislative matters. Earlier this year, ahead of the Assembly elections, then Finance Minister Ajanta Neog presented a vote-on-account Budget on February 17. It proposed an interim outlay of ₹62,294.78 crore to meet routine government expenditure until the full Budget.
Therefore, the upcoming Budget becomes important because it will provide a clearer picture of the government’s long-term policy direction.
Major Bills Expected During the Budget Session
Several important Bills are expected to be introduced during the session. These include:
- Assam Tourism (Development & Registration) (Amendment) Bill, 2026
- Assam Shops and Establishments (Amendment) Bill, 2026
- Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operations) Bill, 2026
- Assam Ease of Doing Business (Amendment) Bill, 2026
- Assam Jan Vishwas Bill, 2026
- Guwahati Satellite City Development Authority (GSCDA) Bill, 2026
- Assam Land and Revenue Regulation (Amendment) Bill, 2026
These Bills indicate that the government may focus on tourism, MSME growth, business reforms, urban expansion, administrative trust and land governance.
Focus on MSMEs and Ease of Doing Business
- A major focus of the Budget Session will be the Assam Micro, Small and Medium Enterprises (Facilitation of Establishment and Operations) Bill, 2026. The Cabinet has already cleared this Bill ahead of the session.
- The proposed law aims to reduce red tape and support small entrepreneurs. Under its provisions, small enterprises may start operations without prior government permission for the first three years, provided they follow the required norms.
- However, the relaxation will not apply to pollution-related industries. Moreover, industries proposed within industrial estates will receive approvals through single-window clearance by the Industry Department. If a unit is proposed outside an industrial area, it will still need permissions from the concerned departments.
- This reform is linked with the Assam Ease of Doing Business (Amendment) Act and aims to improve the investment climate in the state.
Budget to Reflect Sankalp Patra
Chief Minister Himanta Biswa Sarma said that the Assam Budget 2026–27 will be shaped by Sankalp Patra, released before the Assembly elections. He indicated that the Budget would not focus only on one financial year but would present a broader five-year development plan of the government.
This makes the Budget politically and administratively significant. It is expected to reflect the government’s promises on infrastructure, employment, entrepreneurship, welfare delivery, industrial growth and public service reforms.
